William M. Maloney, President, CEO & Director 

Mr. Maloney has been in the sugar and ethanol business his entire professional career spanning nearly three decades.  Prior to founding Pacific West Energy he was employed as Director of Business Development for ED&F Man Alcohols since 1998.  In that capacity he was responsible for the marketing of fuel ethanol in the western United States and ethanol project development.  Mr. Maloney previously developed a 10-million gallon per year ethanol plant in Jamaica in 1993 and sold the operation to ED&F Man in 1998.  From 1987 to 1998 he was the Managing Director of Tropicana Holdings Ltd., a 5,000-acre sugar estate and factory in Jamaica.  Between 1984 and 1993 he also served in various capacities, including President of Tropicana International Ltd., owners and operators of a 25-million gallon per year ethanol plant in Kingston, Jamaica.  Mr. Maloney supervised all aspects of the entitlements, construction and operations of Tropicana’s ethanol production facility. He is actively involved in industry associations and is a frequent public speaker worldwide on developments in the sugar and ethanol markets.  He has been instrumental in creating legislation in Hawaii to support renewable fuels, including the 10% State of Hawaii Ethanol Blending Mandate and the State of Hawaii Ethanol Facility Tax Credit.  Mr. Maloney originated and organized the Jamaican Bobsled Team for the 1988 Olympics on which the successful movie Cool Runnings was based, and was graduated with honors from the University of San Diego with a B.A. in Economics in 1981.
 
Richard Keller, Chairman

Mr. Keller is President of Officers Row Capital, a venture capital firm focused on energy and wireless telecommunication investments.  He began his venture capital career in 1983 with Norwest Venture Capital, a subsidiary of Norwest Bank.  Mr. Keller is a trustee of the Vancouver National Historic Reserve Trust; a trustee of the foundations of Emanuel, Emanuel Children’s and Good Samaritan Hospitals; a director and executive committee member of the Oregon Symphony; a board member of the Business Advisory Council to the Portland State University Graduate School of Business; and a board member and treasurer of the Downtown Re-Development Authority and the City Center Re-Development Authority for the City of Vancouver, Washington.  He was graduated from Stanford University with a B.A. in Communication in 1981.
 
William Langley, Chief Financial Officer, Director

Mr. Langley was CFO of Pacific Ethanol (NASDAQ: PEIX) from 2005 until 2007 and was instrumental in raising over $400 million in debt and equity.  Pacific Ethanol operates or is constructing five ethanol plants in the western United States totaling over 200 million gallons of capacity.  From 2001 to the present Mr. Langley has been a partner with Tatum Partners, an organization that provides experienced financial professionals to companies on a temporary or fulltime basis.  In his capacity with Tatum he has served as the chief financial officer for a number of privately-held companies.  Previously he was Vice President and CFO of U.S. Search (NASDAQ: SRCH) from 1999 until 2001 where he was responsible for the company’s initial public offering.  U.S. Search is an internet-based tool allowing customers to locate people and do background checks through their extensive databases.  Prior to that Mr. Langley was with FEI Company (NASDAQ:FEIC) form 1992 until 1998 in various capacities including President, Chief Operating Officer and CFO.  He was responsible for the company’s initial public offering in 1995.  FEI is a recognized world leader in focused charge particle beam technology and manufactures electron microscopes and focused ion beam instruments.  Mr. Langley received an L.L.M. Degree from New York University School of Law in 1977, a J.D. Degree from Northwestern School of Law at Lewis and Clark College in 1976 and a B.A. Degree in Accounting from Albertson College in 1971.  Mr. Langley is licensed as an attorney and certified public accountant in the state of Oregon.
 
Frederick Buckman, Jr., Vice President of Energy Systems

From 1998 until 2005 Mr. Buckman was employed by Southern Company, a large utility holding company based in Birmingham, Alabama, in a variety of capacities. He was a project manager at various times in operations, marketing, maintenance, trading and finance (where he was responsible for negotiating power purchase agreements).  He managed contractual obligations and financial performance of approximately $3 billion in assets and 1,800 megawatts of wholesale generation assets. He was able to improve the financial performance of merchant assets by more than 200%.  More recently Mr. Buckman has been developing new nuclear, coal and transmission opportunities in the energy field with Fred Buckman, Inc.  He was graduated from the University of Michigan with a M.S. in mechanical engineering in 1998 and received a B.S. degree in mechanical engineering from Cornell University in 1995.
 
Scott Matsuura, Vice President of Public and Governmental Relations

Mr. Matsuura has been Vice President and General Manager of Maui Ethanol, a subsidiary of Pacwest, since 2004. Previously he was with Alexander & Baldwin (NASDAQ: ALEX) from 1979 until 2004.  At various times Mr. Matsuura was Manager, Governmental Affairs; Manager, Community Relations; Internal Auditor; and Supervisor of Ship Planning for Matson Navigation.  A&B encompasses Matson Navigation, the principal shipping line between Hawaii and the mainland, extensive real estate interests and Hawaiian Commercial & Sugar, which operates a sugar plantation on Maui.  He was Chairman of the Maui County Salary Commission and was graduated from the University of Hawaii in 1977 with a B.B.A. in Accounting.
 
Ted Maloney, Vice President

Mr. Maloney has been with the Company since its founding.  Mr. Maloney is a practicing corporate attorney, which he has been for over 20 years, having been an associate with Clifford Chance US LLP and Milbank, Tweed, Hadley & McCloy.  Mr. Maloney also co-founded and operated a boutique venture capital law firm, which was sold to Sheppard Mullin Richter & Hampton LLP in 2001, where was a partner until leaving in 2003 to accept an executive position in the medical device industry.  Mr. Maloney currently practices law and acts as head of business development for various private businesses.

Nicolas Hanauer, Director

Mr. Hanauer has been Chairman of aQuantive, Inc. (NASDAQ:AQNT) since 1998, and was a co-founder.  aQuantive, a leader in the field of internet marketing and advertising, was recently purchased by Microsoft for over $6 billion.  Mr. Hanauer has served as a co-founder and partner with Second Avenue Venture Partners, a venture capital and management consulting firm, since 2000.  Mr. Hanauer also founded and served as Chairman of Gear.com until its merger with Overstock.com in 2001.  In addition, since 2001 he has been Co-Chairman of Pacific Coast Feather Company, a pillow and bedding manufacturing company.  From 2000 to 2001, Mr. Hanauer was Chief Strategy Officer of Pacific Coast Feather and from 1990 to 2000 he served as their Executive Vice President, Sales and Marketing.  He also serves as a director of HouseValues, Inc., Museum Quality Discount Framing, Inc., The Insitu Group, Inc. and Pacific Coast Feather Company.  Mr. Hanauer is involved with various community and non-profit organizations including the University of Washington Foundation, the Alliance for Education, the League of Education Voters and the Downtown Seattle Association.  He was graduated from the University of Washington with a B.A. degree in Philosophy in 1981.
 
Douglas Vind, Director

Mr. Vind has been President and CEO of Western Ethanol Company LLC since 1999.  Western Ethanol Company is involved in the manufacturing, importation, trading and distribution of fuel ethanol in the western United States.  Western Ethanol is also a leading force in establishing E85 fueling stations and currently maintains contracts with federal state and local government entities for their E85 flexible-fuel vehicle fleets.  Mr. Vind has also owned and operated a fuel ethanol plant in Central America as well as bulk wholesale fuel ethanol terminals in the United States.  He also serves as President and CEO of Western Biofuels Company LLC which contracts for bulk wholesale deliveries of fuel ethanol and biodiesel in the western United States.  Mr. Vind is actively involved in the adoption of alternative fuel legislation and regulation in his capacity as a board member of the Washington D.C. – based Renewable Fuels Association, the leading national voice for the ethanol and biofuel industries.  He is also a former Chairman of the California Renewable Fuels Council.  Mr. Vind was graduated from the University of San Diego with a B.S. in Business Administration in 1982.
